President Bola Ahmed Tinubu has ordered a thorough personnel audit and skills gap analysis throughout the Federal Civil Service in a bold attempt to restructure Nigeria’s public sector. The directive was announced Thursday in Abuja at the start of the 2025 International Civil Service Week.
In order to better deliver public goods and aid in national development, the program seeks to increase capacity, improve efficiency, and position the civil service.
“Only by putting the right people in the right positions can we ensure a high-performance culture,” said President Tinubu. “To that end, I have authorized a comprehensive skills gap analysis and personnel audit throughout the Federal Civil Service in order to increase capacity.”
The president described the civil service as “the engine room” of the country’s administrative and development endeavors, underscoring its importance as the cornerstone of successful administration.
“The unsung heroes of stability, innovation, and public trust are our civil servants,” he declared.
The audit is a component of a larger plan to help Nigeria’s civil service adopt digital governance and bring it into line with global best practices. The significance of precise and secure data was emphasized by Tinubu, who reiterated his administration’s dedication to evidence-based policy.
“Data is what’s new. In contrast to oil, it gains value through refinement and responsible distribution,” he continued.

In accordance with the Nigeria Data Protection Act 2023, the president instructed all Ministries, Departments, and Agencies (MDAs) to disclose verified data in order to strengthen transparency and data protection.
In addition, President Tinubu commended the head of the civil service, Dr. Didi Walson-Jack, for her leadership in promoting innovation and digital transformation, and commended the ongoing reforms under the Federal Civil Service Strategy and Implementation Plan 2021–2025.
He said, “The introduction of Service-Wise GPT and other innovations reflects exceptional leadership.”
According to Dr. Walson-Jack’s statements, the event was entirely self-funded thanks to innovative preparation and effective alliances. In fulfilling Nigeria’s ambitions to lead Africa, she emphasized the significance of having a top-notch public service.
She declared, “Our civil service must take the lead if Nigeria is to lead Africa.”
Building a contemporary, flexible, and results-oriented public sector that can serve the requirements of citizens in the digital era is made possible by the reforms.
